Throughout the project's first year, TSWA drove the signing of 6 memoranda of understanding (MOUs) with government agencies and local partners, covering a network of 58 agencies: 1 MOU in Nakhon Si Thammarat (17 agencies), 3 in Songkhla (17 agencies), 1 in Phatthalung (14 agencies) and 1 in Satun (10 agencies).
Drawing on experience negotiating MOUs in different contexts, the project identified 3 collaboration models suited to different circumstances: “One area, one joint management arrangement” for neighbouring communities that can genuinely come together to manage the area jointly (Nakhon Si Thammarat); “2 communities, 2 systems, 1 MOU” for communities with overlapping boundaries that want to maintain their independence (Satun); and “LMMA networks across multiple areas” for communities that are geographically separate but connected by the same ecosystem (Phatthalung). Each model reflects the same principle: an MOU serves as a bridge connecting community action with institutional support, not as a tool for centralising power.
