Datathon#2 : Data Digitization for Anti-Corruption
Politicians' asset declaration is an important dataset for public benefit as it promotes transparency and accountability of politicians' service. However, this dataset is still being recorded by handwritten or typed documents which are then optically scanned, therefore it is unreadable by computer and unusable by digital means.
ChangeFusion partnered with ACT, Opendream, TIJ, Siam Lab, and Hand Enterprise to organise the second datathon for anti-corruption during 10-13 October 2019 at Good Society Expo, Central World. The activity aimed to digitise politicians' asset declaration documents including those of MP, senates, and member of National Legislative Assembly.
The 4-day datathon results in 14.11% completion of document digitisation. However, the effort was focused on the digitisation of the first page of each document in order to show each politician's total amount of assets, debts, income, and expenses. We were able to complete 100% of those first-pages.
The large amount of information and its complexity / non-uniformity posed great challenge to this kind of effort. However, the team were able to have a constructive conversation with a representative of the National Anti-Corruption Commission (NACC) to brainstorm on possible solutions that could support this transformation.
